Government Furnished Equipment Upgrades
PCCI was tasked to refurbish and upgrade four government-furnished (GFE) HLF-3 acoustic sources and two GFE winches, and to purchase new topside electronic controllers along with the required fiber optic cabling to complete two integrated acoustic projector tow systems.
PCCI provide all labor, design services, material procurement, fabrication, shipping, equipment, testing, and overall project management. Project support documentation included the development of interface documentation, Government user training material, operation and maintenance manuals, drawing packages, periodic status reports, and a final report.
Electronics, Fiber Optics, and Software Procurement
PCCI procured two topside control systems with software compatible with the upgraded HLF-3 acoustic projectors, new control system deck cables, new power and fiber optic cables and terminal boxes to work with the winch sidewinders, and new fairings for the tow cables.

System Integration
PCCI provided system integration services and documentation for the towed source, electronics, umbilical, and deployment winches. The 40-year old winches were significantly upgraded to handle the new fiber optic cabling, and the end connectors. Besides the addition of fiber optic junction boxes and connectors, new hydraulic power units and a remote control were added to the system. The GFE tow cables were trimmed to fit on the winches, the end connectors were modified to work with the new tow projector sources and control systems, and new anti-strum fairings were added to the cables.
PCCI prepared and delivered an operations and maintenance manual and drawing package addressing each component of the completed acoustic projector tow system
Testing and Calibration
The upgraded HLF-3 acoustic sources, topside controllers and associated cabling was tested and calibrated at the Navy’s Seneca Lake Acoustic Measurement Test Facility over a period of six days.
