PCCI, Inc. of Alexandria, Virginia, was awarded a contract to provide Ocean Engineering Services for the Naval Facilities Engineering Command (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC). Support involves providing ocean engineering and installation support for ocean cable systems, ocean work systems, waterfront facilities, offshore structures, moorings, and ocean construction equipment.
In February 2018 PCCI completed a task for BSEE to conduct a comprehensive review and gap analysis of Arctic Pipeline standards, assess the suitability of a single-walled versus pipe-in-pipe system, and present information on some of the advancements in pipeline design, installation, and operations, that may be applicable to an Arctic environment. PCCI has just completed all work on a task order under our GSA OASIS-SB contract issued by the U.S. Coast Guard (USCG) to assess current practices and various options for conducting oversight of the Guard Guard’s “accepted independent laboratories” and other independent laboratories.
The USCG relies on independent laboratories to test certain categories of marine equipment related to life safety and environmental protection, and has had a program in place for many years to provide oversight of the laboratories that test these critical categories of equipment. The USCG desired a review of their oversight program, to include the review and analyses of other third-party oversight programs and methods and recommendations for possibly streamlining or improving the USCG’s existing program and procedures.
Over the course of one year, PCCI performed six major tasks under this effort. First, PCCI reviewed 94 USCG regulations/Approval Series to understand the existing Coast Guard oversight program. Next, PCCI interviewed selected laboratories to assess their staffing, qualifications, accreditation, and internal oversight procedures. For the third task, PCCI reviewed existing National and International third-party laboratory oversight schemes. PCCI then investigated methods for prioritizing oversight of USCG independent laboratories and then developed a risk-based methodology to rank regulatory series, and thus the associated testing or inspecting laboratories, for oversight. As a final task, PCCI provided Conclusions and Recommendations to the USCG for conducting oversight in the future. The tasking was completed on time and within budget.
PCCI, Inc. has been awarded a contract from U.S. Naval Sea Systems Command (NAVSEA) for the development and delivery of a flexible, compact, portable, light weight multi-occupant hyperbaric chamber that’s capable of rapid deployment. This specialized hyperbaric chamber will provide Navy divers the ability to conduct recompression therapy down to 165 FSW and complete a full treatment in accordance with the U.S. Navy Dive Manual. PCCI’s Reimers Systems Division is uniquely qualified in the design and delivery of specialized hyperbaric chambers that brings over 20 years of experience delivering high quality hyperbaric chamber projects to commercial and government customers.
PCCI, Inc. (Alexandria, Virginia) is pleased to announce that Ms. Jenny Miller has joined PCCI’s Hyperbaric Systems Division in our Alexandria office as a Lead Designer. She will be supporting the design and fabrication of Hyper & Hypobaric chambers and related equipment. She will also be managing project related Design and Engineering technical documentation, project quality control documentation, chamber maintenance documentation, and Hyperbaric Systems Division QMS records. Ms. Miller obtained her Associate’s Degree in Drafting and Design from ITT-Technical Institute, where she graduated valedictorian, with highest honors every quarter. Prior to joining PCCI, Ms. Miller spent three years with Reimers Systems, Inc. where she acquired several years of work experience in the hyperbaric industry, with rapid progression of responsibilities. Ms. Miller also worked as lead designer and drafter for creating displays for Museum interiors. Ms. Miller created majority of the productions drawings for the many of the displays currently in use at National Museum of African American History in Washington DC.

Mr. Patrick Grandelli, P.E. has joined PCCI’s Alexandria office as a Chief Engineer. He will be responsible for providing engineering, design, installation and program/project management services to U.S. Government and commercial clients in the ocean facility and renewable energy industries. Mr. Grandelli is a registered Professional Engineer (PE) and naval energy/operations staff officer who also served on three U.S. navy warships. He has two decades’ experience in the analysis and design of large subsea pipelines, ocean energy systems, and the conduct of bathymetric and geophysical surveys. He received a Master’s Degree in Ocean Engineering from the University of Hawaii, and his Bachelor of Science in Ocean Engineering from the U.S. Naval Academy. He is a U.S. member of the International Electro-technical Commission’s TC114 marine energy committee.
